 Consultancy to conduct a Training of Trainers (TOT) on internationally accepted principles of legal aid service and legal proceeding skills.

Job Description:

Currently, DRC working with the support of EU Trust Fund and under the wider RDPP Ethiopia, DRC is implementing the Dollo Ado Social Cohesion Initiative (DISCO) project in Dollo, the Regional Development and Protection Program (RDPP) in Jigjiga and the Enhanced Integration of Displaced and Displacement Affected Communities in Ethiopia (EIDDACE) in Shire, Tigray region. In an attempt to address the lack of access to justice for refugees and host community members, DRC forged relationships with the university law faculties to enable legal aid service expansion to refugee camps and provide technical support to those legal aid providers. The free legal aid service provided by the University legal aid clinics will enable refugees and low income host communities to obtain legal services for specific legal actions and have an equal access to court and administrative proceedings.

The consultant is expected to prepare a TOT training module and conduct a training on internationally accepted principles on refugee protection giving emphases on access to justice and legal proceeding skills to be delivered to legal aid professionals

In fulfilling the assignment, the consultant should additionally undertake the following:

  • In close coordination with the DRC legal protection coordinator, provide input and advice to refine the overall objectives of the course, key content areas and strategy and methodology for presentation;
  • Prepare draft agendas, course outlines and similar planning materials.
  • Undertake desk research and analyze all the necessary documents/training modules, training materials available for the legal aid officers; relevant national and international legislations and policies concerning access to justice for refugees.
  • Ensure the content reflects the policy and practice of DRC legal aid program
  • Prepare presentation materials, including power point slides, standard materials such as for participant training manual, workshop guide book.
  • Design a range of realistic interactive exercises, including practice of skills to support course content and objectives
  • Facilitate a final session designed to evaluate participant learning in the course and /or collect participant evaluation inputs relating to the course.

Training manual and power point presentation in English on the following topics:

  • Global Concepts and internationally accepted principles of on refugee protection special emphases given to access to justice for refugees.
  • Refugees in detention: Best practices on providing legal aid services to refugees in detention.
  • Legal proceeding skills including litigation when working with refugees, GBV survivors and Children
  • Monitoring the quality of legal aid services in the humanitarian sector-Global approaches
  • The training will be delivered in Addis Ababa to the Aksum, Mekele, Jijiga university law legal aid officers. In total the training will last 5 days.
  • Training report including minutes from the workshop discussions and analysis of the training evaluation
  • TOT training

Job Requirements

Required Qualification and experience.

  • LLM or PHD graduate or equivalent qualification in Law and/or Human rights
  • Minimum of 5-7 years of relevant prior work experience in the field of training of legal professionals
  • Demonstrated knowledge and experience in conducting and developing training modules, training materials etc.
  • Relevant regional and international experience.
  • Experience in delivering legal aid services to refugee context will be an added advantage
  • Excellent writing, editing, and oral communication skills in English
