HelpAge International (www.helpage.org) is the secretariat to the HelpAge Global Network, which brings together a wide range of organisations and individuals working together to ensure that older people lead dignified, active, healthy and secure lives. HelpAge International’s secretariat is based in London, UK and closely works with its supporting network members- Age International, HelpAge Germany and HelpAge USA.

Our long-term vision is to establish a global movement of strong connected age focused and older people led platforms in every country in the world. Only by collaborating together can we achieve a world in which all older people can lead dignified, active, healthy and secure lives.  We aim to extend the reach and influence of the HelpAge Global Network to all those in a position to help bring about our vision for older people– including Governments, regional institutions, policy makers, development partners, the private sector, UN organisations and academic institutions. In Africa region, we will deliver this through a combination of programme, policy and communications work focused on our core themes of social protection, health and care and humanitarian response.

HelpAge has been operating in Ethiopia since 1992 and currently engaged on thematic sectors including social protection, health and care, emergency response and capacity building of local partners/network members guided by the business plan/strategy 2018-2020 and the Theory of Change.

HelpAge Ethiopia Office is currently seeking a vibrant, dedicated senior leader and manager who has the passion to drive HelpAge’s mission. Overall Purpose of the Job

The Head of Programmes is a member of the Senior Management Team in Ethiopia and is integral to the successful implementation of the organizational strategy, offer high quality strategic guidance and management the programme team, Institutionalize learning outcomes from programmes and proactively contribute in strategic and long-term fund raising to sustain and grow impact. The key result area includes: a) strategy/programme development and implementation b) programme quality, accountability and learning c) grants management d) day to day representation with donor agencies, local and international stakeholders. The position reports to the Country Director (CD) and works collaboratively with country, supporting members and the Africa regional office team.


Strategic Programme Leadership

  • Provide leadership in program strategy development on priority themes of social protection, health and care, both in development and emergencies contexts;
  • Assist the CD in the regular strategic review of country programme review to make sure that programme team is engaged and delivering across all areas of the organisational theory of change with network coordination/development a core way of working (Programme Delivery, Building Knowledge & Evidence, Strengthening Voice; and Advocating for Change);
  • Assist the CD in the operationalization and implementation of the business plan ;
  • Roll-out of innovative program initiatives and approaches throughout all areas of operation of HelpAge Ethiopia;
  • Keep abreast of regulatory, operational, socio-economic and political changes. Ensure program activities are sensitive and responsive to the changes in a timely manner.

Program Development

  • Aggressively seek new opportunities and build strategic partnerships. Keep up to date with donor policies and application processes, and potential NGO funding opportunities. Assist in the tracking of new funding opportunities and calls for applications/proposals;
  • Lead in the preparation of concept notes and initiate negotiations with donors in coordination and consultation with the team;
  • Promote and guide collaborative proposal development processes to ensure proposals are strategically aligned, technically sound, achievable and realistically budgeted;
  • Lead the development and execution of resource mobilization strategy for fund diversification, and revenue projections;
  • Provide guidance for the development of key communication messages, policy positions, good practices and promotional material for internal and external audiences, to showcase Ethiopia programs, enhance the organization’s public image and attract donors;
  • Lead capacity building and support to network of partners on resource mobilisation

  • Lead rapid need assessments and participate in document review/research to establish solid facts and justifications for programme ideas and concepts;
  • Work with in-country and regional team on proposals development and fundraising efforts. Ensure internal work processes and cost recovery policies are met in a consistent manner.

Programme Quality, Learning and Accountability

  • Together with thematic leads and field project coordinators,  ensure projects are delivered in a quality manner as planned and within approved limit of resources;
  • Ensure the development and implementation of performance management plan;
  • Lead and organize periodic (at least semi-annual) performance reviews to ensure programmes are delivered in accordance with HelpAge  as well as global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and CHS principles and standards on accountability to the affected populations
  • Work closely with Head of Finance and Operations in ensuring relevant, effective and efficient
  • Support systems to programmes implementation
  • Ensure implementation of solid program management disciplines to enable program effectiveness, quality and innovation;
  • Ensure appropriate branding, signage and marking standards are met, in accordance with donor visibility requirements;
  • Ensure relevant, accurate and timely flow of strategic, management and operational reporting, internally and to donors and  line ministries;
  • Support learning from success and failure, documenting best practices and facilitating collaboration
  • Undertake periodic field visits to program sites, to advise, build relationships and review effectiveness of program implementation;
  • Ensure cross cutting themes (gender, disability and accountability standards) are integrated in programme Engagements;
  • Work closely with HelpAge regional office in Nairobi and HQ in London to ensure programs are implemented according to best practices and in line with HelpAge policies and strategies.

Grants Management and Compliance

  • Spearhead grant initiation, review, and closure as well as evaluation/reflection;
  • Lead the review and consolidation of work plans and working budgets, procurement plan, spending plan, monitoring implementation and produce progress reports;
  • Oversee grant monitoring checklist are developed and regular reminders on grant compliance requirements are communicated in organized manner;
  • Coordinate with other departments and staff to ensure donor compliance requirements  are met in a timely manner;
  • Coordinate technical assistance provided to networks and partners to promote learning
  • Oversee country program budgets and management of program spending through monthly BVA and PTA analysis and flag to the relevant program managers and recommend corrective measures for the decision of CD in a timely manner;
  • Ensure timely preparation of narrative program reports and reconcile with financial reports before submission to donors, and address any comment forwarded by donors and update the CD regularly;
  • Staff Management
  • Strategically lead staffing of program team in line with HelpAge’s values, operating principles and culture, to advance the organization’s vision and mission;
  • Directly supervise and mentor programme staff, with a focus on developing capabilities appropriate to the current and future strategic and operational needs of the country program;
  • Review and adjust the organizational structure and job descriptions, as needed, to provide clear work expectations and adequate resources for achieving program goals;
  • Oversee adequate implementation of HelpAge’s performance management system, including planning performance objectives and appraisal towards ongoing professional development of program staff.

Representation, Networking and Working Relationship

  • Lead and build partnerships with national and international organizations within the country for joint collaboration, awareness raising and programming;
  • Ensure and maintain excellent relations with partner organizations at all levels from national to project implementation sites;
  • Participate in relevant interagency and governmental meetings and promote positive relationship and cooperation with agencies and governmental entities. Represent and articulate key HelpAge program and policy positions at key forums;
  • Coordinate with relevant team and undertake and/or facilitate donor visits and meetings;
  • Working closely with team members and network members/partners in developing clear evidence based positions on key policy matters;
  • Maintain strategic working relationship with key technical counterparts in the regional office, global network
  • Undertake other relevant duties and representations as delegated by the CD.

Contract Length:1 year (with possibility of extension)

Person Specifications

Senior management

  • Proven leadership skill and the ability to manage motivate and inspire a diverse team.
  • Proven ability to influence others to achieve successful outcomes including government, UN agencies and donors through successful advocacy.
  • Extremely strong communication, negotiation and representation skill and ability to work at national level.
  • Superior and numeracy and information analysis skill.


  • Masters in Social Work, Development, Business Administration, Management, Economics,  Programme Management or other related fields and at least 10 years of experience ( of which at least three years is in senior  programme leadership and management  role).
  • Demonstrated experience in designing and delivery strategies for programme and country office at scale.
  • Solid knowledge and experience on humanitarian and development priorities, polices and guidelines in Ethiopia.
  • Skills and proven background in monitoring and evaluation, ability to provide organizational leadership in this area.
  • Excellent skill in one or more social development issues related to ageing (social protection, health and care, protection gender and disability).
  • Proven fundraising skills and the ability to positively influence donors.
  • Experience in successfully developing networks and/or innovative partnership around different social development issues.
  • Knowledge of humanitarian  standards and principles
  • Knowledge of major development and humanitarian donors
