Job Summary

Reporting to the DGE’s Finance and Admin Head, the job holder drives the day-to-day activities of the finance and accounting department, including, but not limited to, the annual audit, compliance, budget process, financial reporting, grant/donor reporting, field office accounting, and centralized payroll and accounting.



Job Purpose

Implement all necessary financial policies and procedures to ensure a sound financial management and control at DGE

Key Responsibilities

A) Financial Management and Operations

  • Implement accounting policies, systems, and procedures for DGE and resolve issues as they arise.
  • Establish and maintain complete and up-to-date records of transactions
  • Prepare and document bank payments and deposits
  • Review and check all payments, control the use of funds and ensure adherence to budgets, and financial rules and procedures
  • Process invoices based on the contracts/agreements, monitor payment schedules/deliverable/advances and time lines.
  • Conduct cash reconciliations each month and close monthly books and bank statements in a timely manner.
  • Record and maintain petty cash & bank payments and deposits in computerized accounting system.
  • Prepare and process payroll and settlement of related taxes and provident fund.
  • Ensure timely payment of insurance premium for vehicles and staff.
  • Ensure timely payment of staff Provident Fund in individual saving account at the designated bank and check the correctness of those accounts.
  • Maintain track sheets, review and process staff benefits/advances and partners/contractors for payments.
  • Make sure that all tax issues are settled on time with relevant government office.
  • Manage field accounting activities in accordance with Digital Green Policy.
  • Follow-up  and review the budget implementation process and provide data on budget and overall cash flow on an ongoing basis
  • Process payments for vendors and subcontractors after deducting withholding tax.
  • Assist in Budget development activities of new proposals.
  • Keep track of staff medical expenses to ensure that the medical benefit is used within the  budget limit

B)  Reporting & Documentation

  • Maintain internal financial documents (grants, contracts, invoices and receipts) and prepare and submit timely and relevant internal financial documents, external financial documents, and all applications and submissions to relevant external authorities, as required.
  • Prepare periodic financial reports as per set policies and procedures
  • Keep proper documentation of financial correspondences;
  • Ensure that a complete record of fixed assets and stock are maintained;
  • Organize finance files and ensure books of accounts are up to date at all times, orderly, well kept, and readily available for reference, when required.

C) Audit & Compliance

  • Deliver on all the necessary tasks required, including the timely closure of accounts and preparation of financial statements, for the organization’s annual internal and external audit.
  • Facilitate and provide support for the annual audit of accounts.
  • Educate employees/managers and accordingly implement finance systems and controls

D) Team Management

  • Determine individual and team goals of Finance and Admin Officer, assess performance, provide regular feedback, and reinforce performance expectations.
  • Supervise and provide guidance to Finance and Admin Officer and all other direct reports

Job Requirements

Qualifications and Experiences

  • BA or higher degree in Accounting or Business Administration.
  • Advanced degree in Accounting or Finance preferred.
  • Five to Eight years of experience in financial analysis, accounting or financial management out of which three years in the not-for-profit/ NGO sector will be preferred.
  • Knowledge, Skills  and Core Competencies
  • Knowledge & Skills
  • Strong knowledge of analytical tools and applications like MS Excel, Access etc
  • Computer skills to generate reports and operate financial software, preferably QuickBooks
  • Effective project management and ability to work on multiple projects, or support multiple teams, simultaneously.
  • Understanding of government and donor financial and reporting requirements.
  • Ability to work well under pressure and with multiple impeding deadlines.
  • Strong coordination, collaboration and communication abilities when working with program teams and technical teams.
